This is the second in a series of three books which collectively present the work of the Jerusalem Old City Initiative, a Track Two diplomatic effort, undertaken in 2003-2014. It provides background papers on governance and security issues and presents Palestinian and Israeli partner perspectives on governance options for a special regime.
